From 3 October 2024, key changes to the National Disability Insurance Scheme (NDIS) will be introduced, aiming to make the system clearer, fairer, and more consistent for participants. These changes reflect the outcomes of extensive consultations with the disability community, and they represent a significant step forward in making the NDIS more sustainable and participant-focused.

What’s Changing:

  1. New Definition of Supports:
    The NDIS will introduce a clearer definition of what NDIS funding can and cannot be used for. This change aims to help participants understand their budgets better and prevent confusion around what supports are available.
  2. Budgeting and Planning:
    For plans created after 3 October 2024, budgets will be shown as total amounts rather than itemised line by line. This will give participants a clearer view of how much funding is available and how long it needs to last.
  3. Participant Access and Eligibility:
    The way participants access the NDIS and how eligibility is assessed may change, based on new requirements for reassessing information. Participants will also see changes to the supports they can access depending on their impairment.
  4. Stronger Oversight and Transparency:
    The NDIS Quality and Safeguards Commission will have strengthened powers to ensure that services remain compliant and that participants receive safe, high-quality supports.

Implications for Participants:

For most participants, there won’t be immediate changes on 3 October, but new planning and budgeting rules will apply when plans are renewed or reviewed. Participants are encouraged to continue spending in line with their current plans and operational guidance, while keeping an eye on further updates from the NDIA on how the new rules will work in practice.
